Objectives
  • The Procurement and Fiduciary Services Department reports to the Vice President, Country and Regional Programs & Policy (ORVP).
  • The Department supports the Sector Departments in project cycle activities and in monitoring compliance in fiduciary safeguards related to the financial management of projects and programs on the one hand and procurement activities on the other.
  • In addition, it is also responsible for engaging in framing financial management and procurement policies guidelines and rules. The Department is also mandated to provide training to Borrowers and to Bank staff relating to financial management and procurement.
  • The Fiduciary Services Division (ORPF2) is responsible for all financial management issues. It has an increasing country presence through a growing network in 34 field offices.
Duties and Responsibilities
  • The Regional Financial Management Coordinator (RFMC) will be based in the African Development Bank’s Country Office (CMFO) in Yaoundé, Cameroon and will report to the Manager, Fiduciary Services and will be supervised administratively by the Resident Representative. He/she is expected to lead a team of Country Office based Financial Management Specialists (CFMS) within the Central Africa Region in conducting (i) national or sector level fiduciary diagnostic work; (ii) operational support missions at the request of Project Team Leaders (PTL) throughout the project cycle; and (iii) technical support to improve borrowers’ financial management systems, including support for designing lending operations that focus on FM reform/development.
Other specific duties and responsibilities include:
  • Plan and prioritize FM work for the entire region (Cameroon, Central African Republic, Chad, Democratic Republic of Congo, Republic of Congo, Equatorial Guinea, Gabon, Madagascar) and communicate the same to PTLs, Country Managers and the Fiduciary Services Manager
  • Take part in financial management systems and analytical works evaluation missions at the national level as well as other regions, as necessary, and in collaboration with other donors.
  • Take proactive role ensuring “Quality at Entry Work” through supervision of CFMSs in assessing the adequacy of the Borrowers’ project financial management systems and ensuring consistency and quality of FM aspects in project/program documents.
  • The RFMC will also be responsible for selected high-value or particularly complex FM issues
  • Provide technical guidance within the framework of the Bank’s policies and guidelines to PTLs, CFMSs and Executing Agencies with respect to the financial management activities of projects and programs for the region
  • Manage the resolution of complex financial management issues, e.g. in case of differing views between the PTLs and CFMSs and where appropriate through interpretation of related Bank guidelines, international standards, or best practice
  • Provide financial management guidance for the development of technical assistance programs and evaluate and monitor their implementation
  • Carry out the fiduciary aspects of new areas of business and provide relevant information on country specific issues to country units, sector staff and task teams on generic country specific financial management and disbursement issues

Selection Criteria
Including desirable skills, knowledge and experience:
  • A minimum of a professional Accounting qualification (such as CPA, CA, ACCA, or equivalent) plus a Master's Degree or its university equivalent  in accounting, business, finance, economic or related subject.
  • A minimum of six (6) years of relevant experience, preferably with a donor organization working on public sector financial management
  • Knowledge of International Financial Reporting Standards, International Public Sector Accounting Standards and International Standards on Auditing is a requirement
  • Experience required in designing and assessing internal control systems and procedures using internationally accepted control frameworks such as COSO with the ability to assess such systems and recommend remedial action where necessary
  • Proven ability to conceptualize, design and monitor the implementation of country or sector level financial management capacity building initiatives

  • The primary role of the Statistics Department is to develop and manage statistical systems needed to support the operational work of the Bank Group and its development research activities; to contribute to the development of statistical systems in regional member countries and the harmonization of statistical reporting among multilateral, bilateral and regional development agencies; prepare the Bank Group’s official statistical publications; and provide statistics and statistical analysis for the Bank Group’s Annual Report, the African Economic Outlook and other important Bank publications.
  • The Statistics Department (ESTA) is responsible for overseeing the Bank’s statistical work at national, sub-regional and regional levels, as well as within the institution itself.
  • Its overarching objective is to contribute to the development of statistical systems in regional member countries & promote the generation and dissemination of high quality, relevant and timely data to inform the SDGs agenda as well the Bank’s new priority areas of focus, including the new deal on energy.
  • To achieve this, it works in close collaboration with Regional Member Countries (RMCs), regional and sub-regional organizations, bilateral and multilateral development partners, as well as the Bank’s own research, policy, finance & operational departments and regional offices, amongst others.
Duties and Responsibilities
Under the general supervision of the Director, Statistics Department, the incumbent will be responsible for managing and overseeing the following:
  • African Information Highway Initiative (Database and statistical portal management)
  • Coordinate the work on the African Information Highway (AIH) initiative, including ensuring efficient operation of all portal system linking all RMCs, statistical training centers & sub-regional organizations in Africa.
  • Develop and manage, in partnership with RMCs, and regional and international agencies, databases and Statistical Portals on economic and social statistics in RMCs as well as on development cooperation in Africa;
  • Develop and maintain knowledge base on economic statistics related to national accounts, prices, international trade, business, finance and money, debt, private sector, etc.;
  • Develop and maintain knowledge base on Civil Registration and Vital Statistics (CRVS), Population & social statistics, Gender Poverty publication, Sustainable Development Goals (SDGs), Africa Infrastructure Knowledge Program (AIKP) activities, social database updates, etc.
  • Develop and maintain knowledge base on external trade, debt, financial flows, tourism, debt, Africa Financial Market Initiative (AFMI), Making Finance Work for Africa (MFW4A),
  • Coordinate the development and maintenance of the Bank's statistical databases, including access, interface and utilization;

Statistical Methodology:
  • Ensure effective coordination with the Statistical Capacity Building Division (ESTA2) on statistical matters relating to concepts, methods, classifications, best practices in such areas as: national accounts, prices, trade, infrastructure, civil registration, business, industries, finance, money, non-market services, debt, private sector, etc.;
  • Provide expert advice on statistical and methodological matters, develop methodological frameworks and apply quantitative methods, such as trend analyses and forecasting methods to estimate socio-economic aggregates of African countries at the regional and sub-regional levels and provide analysis of socio-economic trends in African countries;
  • Propose strategic priorities for the Bank's database development;
  • Define appropriate statistical methods to be used to estimate and forecast key macro, sectorial and social indicator in RMCs;
  • Supervise statistical analyses in support of these activities and ensure accuracy and consistency in the use of statistical data throughout the Bank; and provide guidance on statistical analysis and interpretation.
Operation, research activities and publications:
  • Provide statistical and analytical support to meet the operational  and research needs of organizational units throughout the Bank;
  • Supervise the African Economic Outlook work (data collection; management; forecast analysis and generation of projections of economic indicators for all African countries).
  • Manage the Bank's statistical publications;
  • Provide statistical input for the Bank Group's Annual Report, the African Development Report, the African Economic Outlook and other critical Bank publications.
Other
  • Represent the Bank in international and regional conferences, seminars and workshops related to statistical databases and data quality;

Duties and Responsibilities

  • The Principal Social Development Specialist (ONEC.3) will work under the general supervision and guidance of the Manager, Environment and Climate Change (ONEC.3). His/her core duties/responsibilities will include the following:
Mainstreaming of Social Development Concerns:
  • Advise country teams engaged in the identification, preparation and appraisal of operations with potential social repercussions to ensure adherence to Bank policies on involuntary resettlement and social safeguards.
  • Develop and organize training sessions for Bank staff and their counterparts in RMCs in the assessment and analysis of social impacts of infrastructure development projects and programs including the understanding of stakeholder identification and participation framework; formulation of participatory strategies; institutional and social organization issues; and social impact monitoring and evaluation of outcomes.
  • Represent the Bank at social safeguards and impact assessment and related cross cutting issues such as gender, safety and climate change conferences.
  • Address social development issues in various Bank operations during the identification, preparation, appraisal, and supervision stages.
  • Provide leadership to staff of the Division working on environment and social analysis with Project Teams to ensure quality and timely delivery of services in carrying out socio-economic impact analysis/evaluation of infrastructure projects, and provide support and guidance in processing project documents for Board.
  • Conduct studies, review reports and analysis in line with Bank Group lending programs to RMCs.
  • Lead Bank teams on joint missions with other development partners on issues of social impacts and safeguards compliance.
  • Prepare Request for Categorization Memorandum (RCM) for project categorization; ESIA/RAP , ESMP and ESMF Summaries before submitting to ORQR.3 and posting on Bank’s website.
  • Provide primary support to the Bank’s private sector operations (e.g. industries, services, infrastructure, financial institutions); provide occasional support to public sector operations in the energy, water and sanitation, transport, and Information and Communication Technology, sectors as required.
  • Mainstream relevant and cross-cutting environmental and social issues into Bank operations, particularly issues related to gender, the social implications of climate change, and involuntary resettlement.
  • Develop recommendations to enhance social benefits and corrective measures to mitigate social risks in Bank operations
  • Design and/or ameliorate project components contributing to reducing poverty, addressing vulnerability/ marginalization, and encouraging greater inclusion/ participation.
  • Develop recommendations and/ or review analyses carried in mainstreaming gender in Bank operations.
Compliance with Environmental and Social Requirements:
  • Provide policy and operational guidance to Task Managers on social development issues as a means of strengthening the environmental and social performance of Bank operations.
  • Review TORs for feasibility studies (ESIA, SESA and RAP) to ensure adequate coverage of all pertinent issues required by the Bank’s environmental and social assessment procedures (ESAP).
  • Ensure compliance of operations with the Bank’s environmental and social safeguards, policies, and guidelines consistent with the Bank’s Integrated Safeguards System (ISS).
  • Provide technical guidance to clients on the preparation of necessary documentation, including but not limited to Environmental and Social Impact Assessments, Resettlement Action Plans, Environmental and Social Management Plans, and Social and Environmental Management Systems.
In addition to these core duties/responsibilities, the incumbent will also carry out the following tasks:

Selection Criteria
Including desirable skills, knowledge and experience:
  • At least a Master’s Degree or its university equivalent in Sociology, Anthropology, Development Studies, Economics, relevant Social Sciences, or in an equivalent social-related discipline.
  • A minimum of eight (8) years of relevant professional experience in the areas of social assessment, management of resettlement and compensation, situation analyses of poverty and vulnerability including gender.
  • Excellent technical and analytical skills and established track record of excellence in operational and policy work on environmental and social matters.
  • Knowledge and experience in preparing and managing the implementation of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), Strategic Environmental and Social Assessments (SESA), Environmental and Social management Framework (ESMF) and Environmental and Social Management Systems (ESMSs), including  social aspects of development projects (e.g. health and safety, involuntary resettlement and gender components), operations monitoring and evaluation, and compliance assessment.
  • Demonstrable knowledge and practice of the operational safeguards policies, procedures and practices of major bilateral and multilateral partner development agencies in regional member countries, particularly with respect to infrastructure projects.
  • Practitioner experience in Africa, with broad skills in multi-criteria assessment, stakeholder engagement and consultation, community participation, with analytical skills in assessing institutional capacities and designing/reviewing practical implementation arrangements for complex projects.
  • Substantive knowledge, experience in and commitment to social development work and understanding of critical issues in sustainable development, international development policy, emerging social development and results-based management agendas.
  • Experience working on operations in the private sector and the public sector.
  • Expertise in applying social analyses, social assessments, and other instruments to Bank operations.

Policies, strategy, and frameworks:
  • Contribute to the development of Bank policies and strategies in close collaboration with other Bank experts.
  • Review and contribute to the mainstreaming climate change and green growth into projects and/or initiatives developed by Bank experts in departments within and outside of the Vice Presidency for Infrastructure, Private Sector and Regional Integration (OIVP).
Project management:
  • Support Department’s staff in identifying, preparing and implementing programs, projects and project’s components to address climate change issues and climate change readiness.
  • Operationalize the Green Climate Fund (GCF) within the Bank by identifying sound activities and investments and developing the Bank’s portfolio of programmes and projects in sectors that enable climate change mitigation and/or adaptation.

Resource Mobilization:
  • Contribute to the coordination of existing Climate Funds within the Bank and develop the Bank-GCF partnership.
